“AMERICAN PROMISE” DOCUMENTARY SCREENING AND DISCUSSION

CA$H COALITION AND WMHT TO PRESENT FREE SCREENING AND DISCUSSION OF “AMERICAN PROMISE” DOCUMENTARY
The Madison Theater hosts a special screening of this powerful documentary about education, class, race, and families

What: “American Promise” documentary screening & discussion
Where:
Madison Theater
1036 Madison Ave, Albany NY
When: Monday, March 24, 6 – 8 p.m.

ALBANY, N.Y. – Mayor Kathy Sheehan, the Greater Capital Region Creating Assets, Savings and Hope Coalition (CA$H) Coalition and WMHT will present a special free screening and discussion of the documentary film “American Promise” on Monday, March 24 at the Madison Theater.

Winner of a Special Jury Award at the 2013 Sundance Film Festival, “American Promise” is an intimate and provocative account, recorded over 12 years, of the experiences of two middle-class African-American boys who entered a very prestigious – and historically white- private school on Manhattan’s Upper East Side. “American Promise”, which traces the boys’ journey from kindergarten through high school graduation, finds the greatest challenge for the boys’ families- and perhaps the country- is to close the black male educational achievement gap, which has been called “the civil rights crusade of the 21st century.”

The free screening and discussion of the film’s themes are presented jointly by the CA$H Coalition and WMHT’s American Graduate Project. CA$H is a coalition of community, social, faith-based, educational, business, financial and government organizations dedicated to promoting financial stability and asset building for individuals and families in New York’s Capital Region. CA$H, which leads the Volunteer Income Tax Assistance (VITA)/AARP tax aide program, seeks to increase awareness about the availability of tax credits for working individuals, families and seniors. CA$H will also provide information on free tax preparation at the event.

The WMHT American Graduate Project, funded by a grant from the Corporation for Public Broadcasting, is an initiative to raise awareness about the dropout crisis in our community by engaging a wide range of stakeholders in a dialogue and by mobilizing the community through a multimedia campaign to share resources, best practices and stories of challenge and success. This program is made possible by a grant from American Documentary l POV, with funding provided by the Corporation for Public Broadcasting

Academy Lofts on All Over Albany!

So now that all of the 22 live/work apartments at The Albany Barn are occupied, who lives there? And what does the space look like?

Kristen Holler, The Barn’s executive director, says the mix of artists is just what they hoped for. “We couldn’t have gotten a more diverse group if we planned it that way. The youngest resident is 23 and the oldest is in his 60s. There’s a good mix of men and women and different types of art.”

One of The Barn’s residents is Dana Owens — illustrator, Smallbany creator, and founder of The Machine Artist Co-Op.

Owens gave us a look at his new place recently, and shared some thoughts on what it’s been like for him at the Barn so far.

Owens moved into his apartment in January. Before that he says he was sharing an apartment with two other guys in Albany’s, ahem, education district. “There were a lot of students. There was a lot of yelling.” Owens says it was harder to get things done.

Albany Barn apartment

The Barn is the converted St. Joseph’s Academy in Arbor Hill, a handful of blocks northwest of The Palace. The high ceilings and huge windows in all of the apartments give them a very light, airy feel and make them seem much larger than might otherwise appear.

Dana Owens

Other residents of The Barn include:

Michael Ortega – filmmaker
Kayla Sacco – filmmaker
Lee-Ann Clarkson – visual Artist
Caitlin McCourt – printmaker/painter
Megan Ruch – painter
Caroline Morgan – painter
B.A. Feldman
Ed O’Connell – sculptor & painter
Emeline Hobbs – collage & photography artist
Jordan Taylor-Hill — a drummer, working on establishing the not-for-profit Niombato Library Project in Senegal
Carey Taylor Noble – writer, creator of FarmFreshtoMarket.com
J.C. Woods – guitarist and illustrator
Emily Dorr – collage installation artist
Charles Sweeney – writer/musician
Nicole Campon – photographer
Dwayne Murphy – comedian

Part of the goal of The Barn is to encourage collaboration between these artists. Owens says that’s already happening. He’s done some screen printing for some of the artists at the Barn, including Jordan Taylor-Hill. In return, Hill has featured Owens and The Machine on a radio program he hosts. Owens has also opened a screen printing shop and studio on Lark Street with some friends and will soon be curating art for Caffé Vero.

Another goal of the project is to get the artists involved in the surrounding neighborhood. Owens is thinking about working on a mural project. “Something like Living Walls, but with much more of a community feel.”

Eventually The Barn will hold open house events, in which artists will open their apartments and studios to the public.

The other half of The Barn will soon house performance, office, studio and rehearsal space. It’s expected to be finished in the next moth or so, and tenants have already begun reserving spaces.

Albany Barn open space

As mentioned, the 22 residential units in The Barn are occupied. But the org is currently accepting applications from artists interested for when units open up. That link includes information about the process, including the household income limits for applicants.

The Barn is holding a fundraiser March 27 at The Comedy Works featuring resident and comedian Dwayne Murphy. The headliner is Tom Briscoe.

Capital South Laundry Opens!

Capital South Laundry Opens to Praise and Customers

News Release

The grand opening of the South End’s brand new Capital South Laundry establishes an important amenity in the revitalization of the area as a community of positive choices. The sparkling clean, new facility at 344 South Pearl Street is open to everyone and will feature a community bulletin board. Water for washers is heated by a solar system, with roof-mounted collectors, and will be demonstrated at the event. A grant from the New York State Research and Development Authority (NYSERDA) made acquisition of the solar system possible, and will reduce operational costs for years to come while helping to protect the environment.

Solar system’s power production and environmental benefits:

  • This solar thermal system will offset 14,689 kilowatt hours of electricity, which is equivalent to 46.3 million BTUs or approximately 562 therms per year according to             the Solar Pathfinder Report.
  • Assuming the New York state historical increases in utilities at approximately 5% per year, with the cost at $1.10/therm this solar system will produce a savings of about $618 in the first year and $41,072 over the course of its 30 year life span.
  • This system will prevent 212,317 lbs. of CO2 from entering the Earth’s atmosphere, or is the equivalent of planting 38,603 trees.
  • The estimated return on investment of this system before inflation is about three to four years.

Omni Housing Development LLC and the Albany Housing Authority, acting as co-developers — with extensive experience in energy efficient, affordable housing — are leading the Phase 3 project team for revitalization of the South End Albany neighborhood, plus meeting all guidelines of the City of Albany Historic Resource Commission, and NYS Homes and Community Renewal Green Building Initiative. The Construction Manager is AOW Associates, Inc.  Phase 3 of the South End Revitalization initiative consists 56 residential units in eight new and rehabilitated buildings scattered throughout the historic South End neighborhood.  Cumulatively, the initiative has resulted in a $36 million investment in the community and 151 units of modern affordable housing.

 Capital South Laundry

New Capital South Laundry at 344 South Pearl Street.

Quote from Mayor Sheehan: “I commend the vision of the Albany Housing Authority and Omni Development in turning this project into a reality. This facility is a great example of public and private organizations working together to better the lives of our city’s residents. Capital South Laundry will enhance the livability and sustainability of Albany while encouraging further business investment in the South End.”

Quote from Assembly member McDonald: “I am excited to see the continuation of the revitalization in the South End of Albany with this additional investment.   In my short time in the NYS assembly representing this area the level of investment in this neighborhood is impressive and signals a continued renewal that bodes well I. The Capital city of Albany.”

NYSERDA’s Solar Thermal Program is funded by New York State’s Renewable Portfolio Standard (RPS) to displace electric hot water with solar. Incentives are granted first-come, first served, and applications will be accepted until Dec. 31, 2015 or until the funds are fully committed. The program provides incentives of up to $4,000 per site for eligible residential customers and up to $25,000 per site for non-residential customers. “As the South End revitalization continues, I commend the developers for incorporating clean, renewable energy into their planning of Capital South Laundry,” said John B. Rhodes, president and CEO, NYSERDA. “Solar hot water technology, which supports Governor Cuomo’s clean-energy agenda, allows businesses and homeowners to reduce their carbon footprint and decrease their energy costs. This project is a good example of how a community at large can benefit from this technology.”

MAC-GRAY The Laundry Room Experts sees this as new and exciting venture to be partnering with AHA on a public laundry facility, and they see a lot of potential in Albany’s South End. They would encourage other businesses to take a look at the South End, and they praise AHA, The City of Albany and NYS Home and Community Renewal for supporting the initiative. Matthew Gilbert, District Sales Manager said, “Mac-Gray is extremely excited to enter into this new partnership with Albany Housing Authority and the revitalization of the South End.  Not only is this a new venture for AHA but Mac-Gray as well.  Our core partnership with AHA is to provide laundry solutions for residents of AHA.  AHA and Mac-Gray are now branching off to service the local community in the South End of Albany.”

WinnDevelopment Announces Financial Close for Livingston School Redevelopment Project

WinnCompanies

WINNDEVELOPMENT ANNOUNCES FINANCIAL CLOSE FOR LIVINGSTON SCHOOL REDEVELOPMENT PROJECT
Construction on new senior living community in Albany has commenced

ALBANY (January 17, 2014) – WinnDevelopment, the development arm of WinnCompanies, an award-winning national real estate development and property management company, in partnership with Albany Housing Authority, announced today that it has closed on the financing for the adaptive re-use of the Livingston School in Albany, N.Y. This project marks Winn’s 18th large scale historic renovation in recent years.

The project will consist of a historically sensitive renovation of the 230,000-square-foot, former Philip Livingston Magnet Academy. This vacant and underutilized landmark structure will be transformed into a mixed-income senior living community with 103 rental units, including studio, one and two-bedroom apartments. The historic fabric of the original building will be maintained through the renovation process. Classrooms will be converted into apartment homes, and large open areas that once housed the administrative offices, auditorium and two-story school library will be converted into amenity areas for the residents. Additionally, the proposed development will provide quality affordable housing to residents earning between 50 percent and 90 percent of the area median income for the City of Albany, creating a true mix of incomes within the community.
“The Livingston project will further Winn’s mission to increase the supply of quality affordable housing,” said Gilbert Winn, Managing Principal at WinnDevelopment. “We’re proud to give this historic building new life in a way that positively supports the community.”

Amenities at the Livingston School will include a management and leasing office, resident lounge with a community kitchen and entertainment (billiard table, TV, Wi-Fi internet access), fitness facilities, a library and computer center, wellness center for visiting practitioners, soft seating areas, common laundries and outdoor space, such as gardens and patios. The significant amount of common spaces that currently exist in the school, including the auditorium and library, will be redeveloped and used as a communal space for meetings, special events, as well as other creative and artistic activities.

“This project should be viewed as a best practice of how large-scale historic properties can be redeveloped to better serve their communities,” said Albany Mayor Kathy Sheehan. “I applaud Governor Cuomo and Homes and Community Renewal for providing the much needed resources to repurpose this historic school and for supporting our growing senior population.”

Winn’s adaptive re-use will provide job opportunities, including approximately 100 construction jobs, and new housing options in the local area, while also preserving a significant Albany landmark.

“Albany Housing Authority is excited to be a part of such an important project for the City of Albany,” said Executive Director Steven Longo. “The adaptive reuse of this iconic building will breathe new life into an old friend, while bringing much needed quality affordable housing to the West Hill neighborhood.”

The project was made possible by support from the city of Albany, the City of Albany Industrial Development Agency (IDA), and the Albany Community Development Agency (ACDA). Additional support of the project comes from the Division of Housing and Community Renewal (DHCR), Federal and State Low Income Housing Tax Credits, and Federal and State Historic Tax Credits. Local financing partners include Key Bank, Citizens Bank, Boston Financial and The Community Preservation Corporation.

“The City of Albany IDA felt it was essential to move the redevelopment of this significant property forward, and we are pleased to have the experienced team at Winn Development spearheading the project,” said Capitalize Albany Corporation President Michael Yevoli “Through this project the Livingston School will transition from public to private ownership while creating much needed construction jobs and a high quality affordable residential community.”

The Architectural Team is the architect on this project and Keith Construction is the general contractor. Winn plans to begin construction right away and the project is slated to be complete in April 2015. WinnResidential, the property management arm of WinnCompanies, will serve as the property manager.

Winn specializes in the turnaround of troubled and underutilized properties. Also located in Albany, Winn completed the rehabilitation of the Knox Street Apartments. Additionally in upstate New York, Winn manages Madison Towers in Syracuse, Stonewood Village in Henrietta, Pines of Perinton in Fairport and Andrews Terrace in Rochester. Winn is also currently completing a 10-year rehab of the historic and iconic Sibley Building, a 1,085,000-square-foot, 12-story commercial building on a 3.27 acre site, located in the central business district of historic downtown Rochester.

Over six years ago, community leaders came together to develop and adopt a master plan for Albany’s Historic South End – culminating in the ambitious Capital South Plan.  A major goal of the plan has now been realized through collaboration and support from the State of New York, City of Albany, and Albany County.  Today’s ribbon cutting celebrates the coordinated efforts of our community leaders to transform the neighborhood.

The South End Revitalization project consisted of 3 phases of development largely funded through the NYSHCR’s LIHTC Program.  As a result, 151 new and renovated affordable housing apartments have been constructed in the community.  Whole blocks of the South End have literally been transformed from areas of urban blight to a neighborhood of opportunity.

Another milestone of the plan was reached when the community was awarded funding from HUD to construct a community educational center – The Capital South Campus Center, scheduled to be open in the summer of 2014.

These projects represent an investment of over $35 million from the Federal, State and Local government in Albany’s South End Neighborhood; but the work does not end here.  Future plans will include efforts to develop home-ownership opportunities in the neighborhood; mixed use commercial offices; and a community grocery store.

COMMENTS BY KEY PARTICIPANTS:

City of Albany Mayor Gerald D. Jennings:
“I applaud Omni Housing Development, the Albany Housing Authority, and the many stakeholders, who have, once again, demonstrated that when organizations work collaboratively and cooperatively, positive results occur.  As a result, 56 new units of energy-star affordable housing will be made available to our residents; yet another visible testament to our vision of transforming the South End neighborhood.”

Commissioner/CEO of New York State Homes and Community Renewal Darryl C. Towns:
“I commend Omni Development and the City of Albany for their commitment to revitalizing Albany’s South End and providing access to decent homes that families can afford. Under Governor Andrew Cuomo’s leadership, New York State is investing in neighborhoods like the South End—restoring distressed properties and creating more vibrant communities in the process. Congratulations to the residents of Albany’s Historic South End, and welcome to your new home.”

Omni Housing Development LLC COO Duncan Barrett:
“What we do is all about people and places. Albany’s Historic South End is a special place.  Omni Housing Development is proud to continue our partnership with the citizens and leaders of the South End and the City of Albany in this ongoing effort at renewal.  Today’s ceremony marks one more step in our continuing journey towards that renewal.”

Albany Housing Authority Executive Director Steven T. Longo:
“Fifty-six new affordable housing units unto themselves are a welcome improvement to the quality of life in Albany.  However, when added the units built in prior phases, the cumulative gain is a remarkable 151.  These beautiful apartments will serve as a springboard for countless Albany families for generations to come as they seek to attain their dreams.”

M&T Bank Regional President Mike Keegan:
“Reinvesting in our communities has always been a priority for us at M&T Bank because community redevelopment projects enhance both the local economy and the quality of life. The continued work of Omni Housing Development and the Albany Housing Authority to redevelop the South End has already resulted in several completed affordable housing projects and we look forward to another successful step toward transforming this neighborhood through South End Phase 3.”

3T Architects are part of the Phase 3 team.

Financing provided:

  • $6,351,138 construction loan from M&T Bank.
  • $6,149,273 from NYS Housing and Community Renewal Trust Fund.
  • $723,386 (over ten years dispensed annually) from the Low Income Housing and Tax Credit Program.
  • $322,334 from Historic Tax Credits.
  • $205,000 from the Albany Housing Authority.
  • PNC Real Estate invested in tax credit equity.

BACKGROUND, PHASES 1, 2 AND 3:

CAPITAL SOUTH PROPERTIES

The first, second and third phases of the South End Revitalization project, known as Capital South Properties, began in 2008 pursuant to the Capital South Plan, a comprehensive neighborhood revitalization initiative resulting from broad stakeholder involvement. Capital South Properties represents the replacement of affordable housing units at Lincoln Square Homes, a high-rise public housing development cited in the Plan as a barrier to the South End’s revitalization. The Plan calls for relocating residents from the towers in preparation for their eventual demolition and the redevelopment of the site as a neighborhood based campus of higher education and career development. In May 2013, construction began on the Capital South Campus Center, the inaugural facility of that campus. The Campus Center is scheduled to open in early summer 2014.

Phase I consisted of the rehabilitation of Morton Ave’s Eagle Court Apartments and the building of Broad and Clinton Streets’ Jared Holt Mews townhomes. Phase 3 consists of the completed construction and rehabilitation of 43 total affordable housing units on and surrounding Morton Ave in Albany’s historic
South End neighborhood. The phases together cost $22 million and produced a total of 95 units; 56 two and three bedrooms for families and 39 one-bedrooms for singles. The overall project is expected to consist of 5 total phases spanning an unknown timeline, and will contribute to the relief of the community’s scarce affordable housing options, as well as a revitalization of this historic neighborhood.

All units were constructed and rehabilitated to comply with New York State Homes and Community Renewal’s Green Building Initiative, and received a score of between 48 and 52 on the Home Energy Rating System (HERS). The project received NYSERDA’s Energy Star Labeled Home designation for energy-efficient design, building materials, heating and ventilation systems, lighting and appliances.

WHO WAS INVOLVED

Omni Housing Development LLC and the Albany Housing Authority (AHA) led the development and construction management efforts. AHA will continue to provide leasing and property management services.

FINANCING PROVIDED BY

Financing for the $9.6 million third phase of the revitalization project is provided by the New York State Division of Housing and Community Renewal’s Trust Fund Corporation and Low-Income Housing Tax Credit Program. M&T Bank provided the construction loan. PNC Bank, NA provided the bridge loan. PNC Real Estate invested the tax credit equity.

OMNI HOUSING DEVELOPMENT LLC

Since 2001, Omni Housing Development LLC has specialized in the development, financing, construction, and management of affordable housing, collaborating on dozens of community and private projects from 13 senior housing units in New York’s Capital District to 692 apartments in Baltimore, Maryland.
